What is needed is an international barter system. Also a system that connects like minded people who need funds in different countries. For example, there must be plenty of people in the US who need to transfer funds to Japan and vice-versa. There must also still be other grey areas as well as other methods which are technically outright illegal but hard to detect. At least for now. Ultimately, all of these regimes have lost their legitimacy if they even had any legitimacy in the first place so on this basis we have a right and a duty to rise up against the system.
Fintech. One of my clients several years back was in charge of a division of his company that was working on Financial Technology, FinTech. They were simultaneously working on towards two goals. The first is absolute monitoring and control of money/wealth flow across borders with the ultimate goal to prevent it. There were also setting up a bartering system similar to what you mention here. Bob wants something in Country A but can no longer send money to pay for it. If somewhere in Country A want’s something of the same value in Borland, they can change ownership. Now, let’s say the those who own what Bob wants are not interested in anything Bob has to offer or can procure but Frank in Franksland has some those in Country A want and he would like to have what Bob is offering in trade. Fintech is being built to facility that. But you and I nor anyone we know personally will be able to use this system.
I know I don’t have a complete solution but I refuse to be defeatist about this and the fact that Fintech and no doubt other platforms have arisen to do just that - regardless of how successful that turned out to be, should be take as a positive sign. And, that doesn’t stop us from trying to do the same in a more direct manner. For example, getting money from Hong Kong to Mainland China or vice-versa also comes under a lot of scrutiny. And such transfers became increasingly difficult during the great madness. I just happened to have a friend who was owed money in China for rent but wanted local currency in HK. And I needed Chinese RMB (CNY) in China to pay for stuff. In this case I didn’t completely bypass the system as ultimately I had to receive the China money via WeChat but it was only a relatively small sum and it enabled me to do what I needed. Also bear in mind that there are no doubt millions of people just like us who no longer trust or believe in the system. The alternative is just to lie down and give in and wait for the end, so really there isn’t much choice when it comes down to it.

Right. In a hawala transfer you'd need to go to a hawala dealer and have them transfer to another hawala dealer, rather than go through the usual surveillance establishment. It's a common practice in certain countries and with certain groups that want to maintain their privacy, but I don't think they do such disobedient things in Japan.

Hawala money transfers, but I don't know if they exist in Japan. This is a proven system and one that I'd be setting up to connect like-minded people.
