I though it was just ex British colonies that went in for this kind of thing. Lately had to deal with the "revenue office" in Jamaica. But they were not as bad as this. The bureaucrats in the old colonies will back down with "baksheesh" but the trick is knowing how to offer it.
🤣 Good point! I guess I should have said the Yakuza minds are not only in gangsters but in men in positions of petty powers in the government. It reminds me of an accountant at a small(ish) company I worked at once. I was covering for someone on maternity leave and so my cheques came straight from the accountant bi-monthly. Whenever he would get upset at my direct boss, he would withhold MY cheques to punish him! I never understood that callous disregard for my life from that grown man except that he felt powerless in his own life and so relished having power over others in the only way he could yield it. We all have to learn that having a loving heart is far more important than obedience. When you are essentially powerless (govt paper pusher) you seize the power to harm whenever you can as if it could heal your own vulnerability.
Yes, the telephone tag runaround has long been a favorite in the US. If you wrote in cursive, doubtful anyone in the office that receives your letter, if it is received, can read it.
Sorry this is happening to you, and it sounds very sketchy. Why would anyone take anything seriously and why are they acting as if there is a negotiation going on? I mean shouldn't the lastest letter be simply a restating of the last letter with the same requirements?
I should also state that a main purpose for this post was to reconcile what I have heard, read and experienced with what you were told when you visited the health insurance office. What I am dealing with, with nenkin fits the pattern of those I know or learned of dealing with the nation health care scheme.
No, I am stating that there way of dealing with the problem leads people to ignore them. First, they start off with a whopper of a lie, one that is easy to find violates the law and when ignored, nothing happens….for YEARS. Then, they tell the same lie again, after waiting for over a decade in my case. Who would take this seriously? Then, they get really scary and actually draw a lone in the sand but with greatly reduced demands. Creditable? But, there are some really scary stuff in it, but if you cannot pay, you cannot pay. So what do they do, they draw a new line in the sand. This leads to contempt for all they say. Threats that are found to be empty undercut all respect for the threatening party. There is no other outcome. Then, after they have destroyed their own credibility, then they take all the non-payer has. To them, this is proper process, to their victims, this is anything but.
But yes, ignore them. If I did not at first, I would have been bankrupted around a decade ago. If I had not ignored them earlier this year and paid the 14 years of back payments when the law requires only 2, I would be it even worse shape than I am with my wife paying 2 years of back payments and I trying to find out how I can pay my monthly payments. Worse, as they can deny me the pension and they will based on my wife’s assets.

Otherwise they tell you you have to go to three other offices and get permissions and things stamped and the whole thing takes days.
