Digital woes.
It is now commonplace for retailers (in person) to tack on fees for using plastic to cover their own costs of point-of-payment service charges.
It is also commonplace for not accepting cash (for mobile/sidewalk entrepreneurs).
It's now a regular thing to require cash transactions to round-up to next nickel (.05) because the US eliminated the penny.
It's not as bad as your stuff, K, but "inconvenience" is here, pain is close!
Did you go to the post office on the same day as the delivery of the notice? If so, this may have been the issue. I made that mistake and the delivery guy was still on his route. Or perhaps he was enjoying a beef bowl at Yoshinoya.
They closed the pick up window at the main PO in my city a few years ago. As far as I know, the only option available to me is to reschedule delivery.
